Purpose:
Measuring success in short-stay services

The Emergency Accommodation Dilemma:
People may stay only 1-3 nights. How do you measure impact?

What Matters in Short Stays:

  1. Immediate Crisis Response (Measure THIS)
    • Bed nights provided (every night off streets = success)
    • Meals served
    • Basic needs met (safety, warmth, food)
    • Immediate health risks addressed
  2. Gateway to Services (Measure THIS)
    • GP registration completed
    • Benefits applications started
    • ID documents obtained
    • Referrals made to ongoing support
    • Assessment completed
  3. Planned vs Crisis Exits (Measure THIS)
    • Did they leave with somewhere to go?
    • Was it planned or did they disappear?
    • Did they engage with planning even if brief?

Reporting Your Impact:

Instead of: "Only 15% moved to permanent housing"
Say: "Provided 2,847 bed nights to 347 people, with 78% moving to planned destinations including supported housing, treatment or family reconnection. Every night off the streets reduces health risks and creates opportunity for assessment and onward support."

Key Metrics for Short-Stay Services:
Average length of stay (shows you're moving people on)
  • % planned vs unplanned exits (shows effectiveness)
  • % with ongoing support arranged (shows you're a gateway)
  • % accessing health services while resident (shows added value)
  • Return rate (% coming back within 3 months - shows whether move-on was sustainable)

The Value of One Night:
Even one night provides:

  • Safety from violence, weather, exploitation
  • A meal and hygiene access
  • Opportunity to assess and refer
  • A conversation that might build trust for future engagement
  • Rest that enables better decision-making
